The assesstment of the liberalization process of railways in Turkey in terms of internal and external dynamics

THE ASSESSTMENT OF THE LIBERALIZATION PROCESS OF RAİLWAYS IN TURKEY IN TERMS OF INTERNAL AND EXTERNAL DYNAMICS After the year of 1980, Turkey began to adopt free market economy with the effect of European Union, World Bank and IMF. Within this scope it carried out reform studies to decrease state intervention in the economy and to downsize the state. During this period, the most important application in the process of decreasing the intervention of the state in the economy was the applications of the liberalisation. In the first part of this study, planned economy policies and State Economic Enterprises in Turkey are expressed and afterwards the transformation of the Turkish economy and the process of adaptation of the free economy are explained together with the domestic and foreign reasons. The first part of the study is finalised by describing the liberalization and privatization of State Economic Enterprises as a part of restructuring of the Public management and downsizing of the state. In the second part of the study, restructuring of Turkish State Railways and railway sector in Turkey which is carried out in the direction of European Railway Reform is narrated. The process of Liberalisation of Railways in Turkey, which was realized by the Law numbered 6461 on Liberalisation of Turkish Railway Sector approved in 2013, has an infrastructure more than 20 years. The current status, risks and problems of the liberalisation of the railway sector as of 2017 examined under the transformation of the Turkish Economy and the reform reports made under the guide of EU and World Bank are also assessed.
