Abstract (EN)
The provision of public services in Turkey with new communication technologies since 2008 has been built on the idea of effective service, where citizens can directly access the state via internet. However, it is possible to talk about the density of the segments in the population that can not even meet the basic information and communication technology (ICT) requirements in Turkey. Therefore, it can not be said that these services, which are structured on the basis of democratic participation in digital, simply provide openess or accessibility. At the same time, it can be seen that in the agenda of government programs, the potential dispositions in the social space do not dominate the opinion of policy makers. In this sense, there is a need for new research on digital media and social inequalities in order to determine the fraction with various needs in Turkey. Inequalities do not make themselves visible. Advantaged and disadvantaged segments tend to make themselves more visible and varied on social taming through the generations. In this context, it is possible to say that the intersectionality of age/gender has a critical influence. Within the scope of this thesis, quantitative answers are sought around the question: "Is it possible to approach about existence of a digital field where social inequalities are visible in Turkey?". Conventional inequalities in Turkey, reveal the most decisive differences in digital medium. While it can be seen that men experience relatively digital media-specific inequalities, it is not possible to say that there is only a disadvantage for women in terms of digital media.
