Abstract (EN)

The necessity of close co-operation have been occurred after second world war. The first step was the European Coal and Steel Community, that established by Paris Agreement in 1951. The integration process started by Paris Agreement continued by European Economical Community (EEC) and European Community of Atom Energy (EURATOM) in 1957 by Rome Agreement. As results of policies that integrate Turkey to adopt Western and European Countries and their establishments, the negotiations and application to EEC has started in 1959. This process went by 1963 Ankara Agreement signed between Turkey and EEC Countries. This agreement was a parallel one to the Rome Agreement that established the EEC. In 1987, Turkey made its application to be a member of the EEC. The Customs Union between European Union (EU) and Turkey have come in force in January 1st of 1996. In the first times of the industrial revolution the compression "Just Production" is turned to be "Healthy Production". The service of Occupational Health and Security is developed parallel to this compression. On the other hand the compression "Healthy Production" is not accepted in countries other than the developed countries. World Health Organisation (WHO) recognise Occupational Health and Security as the needs of employers in their work places. The International Labour Organisation (ILO) recognises this service as the needs of the nations. The services of Occupational Health and Security are in specialised structure in EU and must be delivered to all employers. Furthermore by a frame work valid after 1989 by European Union, the employees must monitor everything to guard Occupational Health and Security in the work place. After Helsinki Summit the Turkish-European relations had a new process in their relations by the approval of candidate member status of Turkey to the European Union. In February 26th of 2001 the economical support regulation and in March 8th of 2001 the Accession Partnership Document were legalised. And so Turkey prepared its national programme as an obligation after a long preparation and approved by the cabinet in March 19th of 2001.-265- In this work, the national programme and Accession Partnership Document are compared. This comparison also concludes Occupational Health and Security services in undeveloped countries, Turkey and European Union Countries. This work also concludes the regulations needed in the subject of Occupational Health and Security to join the European Union. Furthermore this thesis compares and evaluates European Union and Turkish Laws by different points of views. The main objective of this thesis is ; the comparison, comprehensive outlook and examination of Occupational Health and Security organisations in Turkey, World and European Countries. This work to reach the aim outlines the over nations organisation The European Union infrastructure. Secondly, this work analysis the properties and chronology of Turkey and European Union relations with respect to Ankara Agreement 1963 and Added Protocol 1970. At third this, this work figures out the policies, establishments, laws and regulations about Occupational Health and Security in Turkey, the World, and in European Union. At the end this work the comparison and examination of laws, regulations and programmes of Occupational Health and Security in European Union member states and Turkey's adaptation process.
