Özet (EN)

The purpose of this thesis is to ensure people realise the changing and developing effect of the e-government and e-municipality applications on the state and society in the current era (information age). For this reason, firstly, information about what the e-government application is, when it started to be implemented in Turkey, and by 2017 which services offered via e-government gate was given. Then, to ensure the society about what the benefits of e-municipality, which is among the e-government applications, are for citizens and municipality, the e-municipality services of Ankara Keçiören Municipality are examined as exemplary e-municipality applications and it is tried to be understood to what extend the e-municipality services are made. As a result of the study, it has been seen that public services are being provided more effectively and efficiently in Turkey by conveying the management of the services of both central management (ministries and public institutions) and local (municipal) administrations to the electronic services. Thanks to this practice, the state, public institutions, private sector and citizens have achieved considerable gains. It has also been seen that each day efforts are still made for reaching to a more comprehensive and more integrated structure in e-government services by benefiting from information and communication technologies more and more effectively.
