E-municipality in Turkey: Analysis of provincial and district municipalities in the Eastern Anatolia Region in terms of e-municipality

Information and communication technologies are one of the indispensable elements of the globalizing world. With the reflection of this development in information technologies on public administration; The concept of e-municipality emerged with the adaptation of the concept of e-government to local government units. This topic has been chosen in order to understand how well the practices related to e-municipality work, to examine the level of competence, the level of opportunities for citizens to participate in the management processes, to examine the services offered by the administration on the website, and thus to see the competence levels of the municipalities in terms of e-municipality. In this study, using the content analysis method, the websites of the provincial and district municipalities in the Eastern Anatolia Region will be analyzed according to 8 main criteria and 119 sub-criteria related to them, and e-municipal services will be examined. It is aimed to reveal the level of e-municipality activities of the municipalities by making a comparison between them. As a result of the study, it has been observed that, in terms of e-municipality, especially the websites established by the municipalities in recent years are generally at a good level, and the district municipalities need improvement in matters such as participation and privacy.
