Abstract (EN)
Disability began to emerge as a significant social and political issue following the Industrial Revolution. Prior to this period, the care and support for individuals with disabilities were typically provided by their families, close relatives, or neighbors. In earlier eras, societal attitudes toward disability were often influenced by religious interpretations, but over time, disabled individuals came to be perceived as either cursed or a burden on the community. The second half of the 20th century marked a turning point with major advancements in the recognition and protection of the legal rights of people with disabilities. These developments have been grounded in the principles of human rights and citizenship. This study explores the social position, societal perception, and legal rights of individuals with disabilities, who constitute one of the most marginalized groups in Türkiye. It seeks to examine the rights and freedoms afforded to disabled individuals under the framework of human rights and to analyze the services provided to them through social protection mechanisms.
