Local government policies of political alliances formed in Türkiye's general elections: The example of 2023 General Elections

This study compares the local governance visions of political alliances in the 2023 general elections through their election manifestos. The qualitative content analysis conducted using MAXQDA focused on the themes of participation and democratization, fiscal and administrative autonomy, local development and service delivery, environment and sustainability, digitalization and innovation, social policies, and security and disaster management. Discourse densities and frequencies reveal not only the content of the promises but also the governance architecture in which they are embedded. The findings indicate convergence between the two blocs on digitalization and sustainability, and divergence on the axis of participation-autonomy-accountability: one prioritizes service capacity and alignment with the center, while the other prioritizes institutional safeguards and local pluralism. The study offers actionable recommendations such as standardizing participatory mechanisms and open data-based financial transparency; it emphasizes the need for cross-validation with implementation data for future research.
