Abstract (EN)
Today, rapidly increasing geographical data production creates other problems for end-users: discover, evaluate and access the needed resource and then use it correctly. In order to meet these needs, first of all, metadata describing the resources should be populated and disseminated in compliance with the relevant standards. The aim of this study is to bring an ISO-compliant solution in order to collect and share metadata to describe the data and services produced in geographic information system activities carried out in Turkey. To achieve this, a profile has been developed in accordance with the relevant ISO standards. In the profile; detailed explanations and recommendations are also included in order to create accurate, complete, conformant and consistent metadata records. The profile, which was conceptually created with UML models and a data dictionary, has also been implemented in practice with a web-based metadata editor application. The study is based on the internationally accepted and widely used ISO 19115-1 metadata standard. ISO/TS 19115-3 XML schema implementation standard has been used for the implementation of this standard which is taken as a conceptual model. While creating the profile, the previous versions of both standards, ISO 19115 and ISO/TS 19139, were also taken into account. Therefore, the creation and sharing of metadata conforming to both old and new generation ISO standards have been ensured. Within the scope of the study, 11 of the existing international, regional, national and organizational metadata profiles were examined. A general purpose geographic metadata profile was created to be used in Turkey by evaluating the needs of Turkey in the light of personal experiences and the information obtained from the profiles examined. The developed profile can also be used for non-geographic data. In conclusion, relevant ISO standards which are comprehensive and difficult to understand and implement were customized according to national needs, and an easy-to-understand and applicable profile was created together with a free web-based metadata editor application. It is evaluated that within the framework of the rules specified in the profile and in the light of the recommendations, standard and high-quality metadata with consistent content can be easily collected and shared throughout the country, in compliance with international standards.
