The rapid increase in the number of international organizations after the World War II and the intensification of the interaction between these organizations especially in the post- Cold War period have increased the effectiveness of international organizations. In the same way, the European- based organizations have strengthened a more comprehensive cooperation with both countries in and outside of the region. In this process, classical integration theories could not explain the changes in the European integration process, as a result, new conceptualization is needed. Thus, conceptualization of Europeanization has recently acquired an important place in the literature. In this context, the concept of Europeanization is the conceptual framework of this study. The literature on Europeanization of Turkey mostly tries to explain the conception by reducing it to only one organization, the European Union. This study, on the other hand, addresses pan-European human rights regime as a whole and explores the interaction between Turkey and pan-European organizations. In this sense, the study puts forward that the organizations in the European human rights regime are effective in shaping Turkey?s human rights regime in the normative sense, but in the context of real politik, Europeanization is not effective enough.
