Evaluation of Turkey-İran relations within the context of international political system

Abstract (EN)

When relations between Turkey and Iran are examined from a general perspective, it can be stated that the two countries are not constantly in conflict, and neither do they have harmonious relations. The most appropriate definition for relations of the two countries can be balanced. Turkey and Iran on the one hand adopt cooperation in political, military and economic field in the line starting from Sa?dabad Pact and going on with Baghdad Pact; on the other hand on account of various problems, they have entered into conflict with each other. The primary problems in the relations between the two countries stem from use of the border against each other mutually, relations of the two countries with big countries, regional sovereignty struggles, ideological issues, and in the recent age, interest conflicts in Middle East, Middle Asia, Caucasia and Northern Iraq. Despite this competition, Turkey and Iran have established closer ties in recent years in the fields of economy and energy and have started holding cooperation.The fact that Iran was excluded by the western world subsequent to Islamic Revolution gave rise to the fact that Iran deems these countries as enemies. This situation gave rise to adoption of armament by Iran including nuclear armament; and even resulted in its challenging the world by use of terrorism.The fact that Iran conducts studies for becoming a nuclear power, and development of weapons of mass destruction, supporting terrorism, dissemination of the concept of Political Islam, and the totalitarian Sharia regime in its country, bothers Turkey. However Turkey does not support strict and radical policies of USA, which will create a radical regime change in Iran, either. Iran policy of Turkey is based on adoption of reform in domestic and foreign policy on the basis of the interior dynamics of the regime. On this account in the event of a possible intervention of USA, it will be in question that Turkey makes a choice between its ally USA, and its neighbor Iran. Within the scope of this study, how the relations in the upcoming period should develop has been handled by taking into account the historical process of relations of Turkey with Iran.
