Turkey's action and development agency for research on process: The case of Izmir and Karaman

Program The concept of development, which is wider than economic growth and includes not only economic but also social development, has come to the forefront as a result of the devastating effects of World War II not only in economic terms but also socially. The application of the concept of development, whose meaning and scope has changed in the historical process, has also changed and a shift from the center towards the local has come up. In this context, development agencies established throughout the world, Turkey has also been integrated into the new system, particularly with the European Union membership period. During the period before the establishment of development agencies in Turkey, there were mainly EU-funded programs and implement structures from other international sources of funding. The legal infrastructure for development agencies was established with the Law No. 5449 published in the Official Gazette dated 08.02.2006. The study consists of two parts, primarily regional development policies and legislative infrastructure and general organizational structure of regional development agencies operating in Europe and Turkey were discussed. In the second part of study, both the organizations and the programs and projects implemented by the İzmir and Mevlana Development Agencies selected as examples of development agencies in our country were discussed and evaluated.
