Abstract (EN)
The construction sector is divided into two in Turkey: public and private. The public construction sector is convicted of meeting the needs of the public and the state. Public institutions and organizations in the public construction sector, which has a wide field of study; It realizes construction work and procurement of goods or services in the fields of administrative, education, military, health, sports, housing, culture, tourism, industry, production, transportation, infrastructure, storage and agriculture through tender method. These purchases determine the principles and procedures of the tender processes in line with the laws and regulations. In the services performed by many professions in the public construction sector together, the duties and powers of Interior Architects are not included in the laws and regulations. This study focuses on the historical process of Interior Architecture and its place in the public construction sector. In the first part of the study; According to the Public Procurement Law No. 4734, the tender processes of the construction works and the duties and responsibilities of the Interior Architect in these processes will be discussed in four stages. In the first stage, the preparation process before the tender; the second stage, the tender process and the contract signing process; the third stage, the construction and control process; The fourth stage will be examined as the operation and maintenance-repair process. By determining the current problems of the public construction sector, it has been tried to be emphasized that the problems that arise in case the Interior Architect does not take part in the public interest. In the second part of the study; Municipal service buildings, one of the public construction sector buildings, and their organization process were examined. As a field study, Antalya Metropolitan Municipality Service Building was examined. Interior architect's duties and responsibilities were discussed in terms of physical features (functionality, flexibility, anthropometry, ergonomics and physical environment factors) and social features (personal space, aesthetics, privacy, defender of the region, crowd and psychological environment factors) of the building. In line with the identified problems, of the Antalya Metropolitan Municipality Service Building; space design, user-space and user-item relationship were examined. With the inclusion of Interior Architecture in the public construction sector in line with these examinations; It has been analyzed that aesthetics and quality will increase, time, costs and problems may decrease in design and application.
