Public personal in Turkey from past to present (Their rights, duties and responsibilities)

In this essay, It is targeted to constitute the general overview about the civil servants employed in Turkey, to evaluate the Turkish civil servant regime from past to present, to analyze the variation of this regime qualitatively and quantitatively in its historical process and to produce the proposal solutions in this topic. In this attempt, It is concerned that the circumstances which are happened today are not only the result of these days result but also the result of the decisions taken in the past. The coordination effects putting an emphasis on fulfillment of an obligation interactively, internal and external political reasons, not to develop the necessary consciousness for the alternation, not to fix the suitable conditions while applying the alternations, to take a step without analyzing the conjuncture in detail, render path dependency in Public Administration. 1980s varying both in our country and worldwide are crucial for the personal administration litterature. After 1980, in personal administration litterature analyzing the attempts issued with the case and the result turning up are the fact of rising flexible employment. The transformation by using this flexible employment changes the definition of the personal's employment security. When analyzed the personal amount as of years, It is reached the same result. The flexible employment for the contracted staff in later period of 1980 is taken priority of the subcontractors after 2000. Furthermore the private sector employment has risen 16 times more than public employment. It means that in total employment, only 12 people out of every 100 people are in public while 88 people have chance to find employment in private sector.
