Role of the private sector in housing based urban regeneration projects in Turkey: Istanbul case

The aim of this thesis is to find out the terms of participation in housing-led urban regeneration projects and gains of private enterprises in urban regeneration of the private sector which has a big role on producing dwelling projects in Turkey.Urban regeneration is taken into consideration by its development, size of regeneration, actors, phases and partnership structures from the date of it occurs. This is followed by the examination of urban regeneration, project partnership, private enterprises in Turkey. Then housing-led urban regeneration projects in Istanbul are examined. During the area research questionnaires was made with 12 construction firms in the sum of 25 firms which had constructed over 1000 dwelling projects in Turkey. The demands of the private sector to be involved in the urban regeneration projects was searched in these questionnaires. Also `Kucukcekmece Urban Regeneration Project? which is one of these projects was investigated and the role of the private sector in this project was searched. At this step it has been observed that the role of the private sector in Küçükçekmece Urban Regeneration Project was uncertain and the organization about this issue was not prepared at the initial phases of the process. It is seen that the private sector firms was to wait to attend the project which was organized successfully.The research shows us; by the result of western experiences, urban regeneration process which has many actors and have to be examined in different aspects was not properly used in Turkey. Instead in urban regeneration the emphasis should be given to the actors in addition to public enterprise, and in practice economic, social and administrative attempts should be improved in addition to physical size.
