Özet (EN)

The basic rule around the all of the economic thoughts is; the public expenditures should be paid from the public incomes. Howewer, due to the some political and economical changes which were occured up to this time, the public expenditures has been increased more than the public incomes. This matter has gone continiously and caused to the budget deficits, debt and emission. It can be said that; this generalization protects its validity for our country. Our public finance was wrapped to the huge and unwilled size occuring from the public foundations and their fiscal policies. This huge and unwilled size of the public sector was broken out with the crisis which shaked our economy deeply. After this boom period, IMF policies has been started to practice and the situation can be reached sustuinable condition again with the short-term solutions. During the last two crisis - 2000 November and 2001 February - this was understood that, this current situation can not be kept on any more. In this case, they drew attentıon to the importance of the new measures and the old measures which were agreed before but not placed or practiced yet should be practice without loosing time. To sustain the fiscal discipline in our country IMF has a big role which was proposed this measures to our economy and assistance to the reaching better indicators n this period.
