Abstract (EN)

After World War II, it is possible to talk about a re-distributiveplanned development which is created and applied by the statebureaucracy, a continuous control from top to bottom and a tendency torealize total development using Keynesian policies as a basic approach todevelopment, along with the rise of strong centralized government andnationalism. After the economic crisis that affected the whole world in the1970's and as the centralized tendencies began to weaken, the role of thestate, which until then was seen as the foundation of the efforts to achievewelfare, was portrayed as the source of the problems and began toweaken against the strengthening actors of globalization. The de-regulative and de-centralized understanding which came with the neo-liberal and monetarist approaches strengthened the tendencies aboutregional development. However, the over optimism that actions with thesole goal of maximizing profit would lead to the reduction of thedifferences between the development state of various regions ended in1990's. Consequently, a new development model where the state had anew and more laid-back role was put forward. This new model dependedon the sharing of the rights of the central government with localgovernment on the basis of the principles of local government andmoreover governance, and aimed to create a region constituted of localdynamics that could directly deal with global actors and act withinternational competition in mind.Turkey's development efforts during its integration with theEuropean Union and the new model and development agencies it hasformed at this stage while it gets in line with the Union, correspond to theabove mentioned final phase of development.
