Abstract (EN)
The twentieth century has been the scene of developments and innovations in all over the world. These social, economic and political changes have wrapped the entire world. Development of industrialization and communication has brought the globalization to the point of one cannot imagine. Communities in the context of globalization no longer unaware of each other, a world journey has begun towards where all the innovations and developments spread immediately.With the start of globalization communities and countries present similar acts that provides economic and geographic units. Especially after the World War II Europe was collapsed as economically, politically and sociologically this caused new movements. Instead of cold war primarily economic cooperation should be ensured, and the idea emerged in 1951, the European Coal and Steel Community was established. This association was established in the economic base then resulted with a cooperation ranging from social life to political life, education and human rights.Turkey, as close neighbors of Europe, could not stay away from change and innovations movements and applied to the European Economic Community on July 31, 1959. Until 1999 relations with the community was limited and on 10-11 December Turkey was registered as a candidate country. Turkey should standardized legal, political, economic innovations and regulatory practices as well as justice mechanisms and use of force after being formally accepted to the European Union. Additionally, Turkey should make required changes about legislation changes and human rights progress in ensuring human right violations.This thesis focus on the changes happened in the Police and Gendarmerie which is base of law enforcement forces during the process of European Union, criminals, changes in crime detection methods and human rights issues.This study consists three chapters. The first chapter points out the definition and establishment of European Union. The second chapter points out the Turkey?s European Union process and relations with the European Union countries. The third chapter points out the changes happened in the Police Departments. In this study, data were collected from General Security Directorate?s statistical data, European Union?s statistical data, law, legal regulations and the works that will be done during the European Union Integration Process between the years 2007 and 2013.Keywords: Turkey in European Union, Police Forces, Human Rigths, Evidence
