Abstract (EN)

The power of a state in the international system is a combination of its financial capabilities and armament. Based on this definition, the states in international systems are classified as a great power, middle power, and small power. Middle power is defined as the states having the potential of resisting the oppression of great power and of influencing small power. These states do not own the power to influence global politics on a global scale. Middle powers are either bound to alliances or try to keep the power balance between great powers when faced with a security problem resulting from great powers. Middle powers and small powers are affected considerably by the structure of the international system. It is asserted that the decisions regarding foreign policies of both the Ottoman Empire after the 18th century and of Turkey are formed in the light of this hypothesis. Turkey's geopolitical and strategic location has gained more importance since the Second World War, accepted as the greatest war of world history. Turkey's location has risen to a critical level of significance for all states. With the start of the Second World War, the Soviet Union from the east and south, Germany, and Italy from the West posed a potential threat to Turkey. In this study, Turkey's successful political moves against the efforts of both Axis and Allied Powers regarding Turkey's involvement in the war were scrutinized. Turkey pursued a foreign policy including prediction and application of all possibilities to protect its independence and territorial integrity, to get away with the least destruction by staying out of the war, to be a respectable member of the new world order to be founded after the war.
