Developing energy optimization models for the establishment of Turkey's sustainable strategic energy policies and its related implementation steps

Energy and energy policies are the main factors to determine the welfare, sustainable development and development levels of the countries. Turkey's year 2030 energy need in power sector is solved by MOMILP energy model which covers the Turkey's supply and demand energy realities under the MENR's objectives/goals stated in "Energy Strategy" document, the private sector goals and MENR's international natural gas agreements are considered. In the study the new multi objective mathematical model is proposed that optimizes simultaneously the objectives of electricity production cost minimization, imported energy minimization, reduction on emissions of greenhouse gases under UNFCCC, minimization of the use of power plants that use fossil fuels, minimization of energy transmission line losses, maximization of social acceptance and maximization of efficiency of power plants. By solving the multi objective optimization problem under seven scenario with GAMS program, Turkey's 15-years electricity generation plan between 2016 and 2030, and power plant-based investment budget is obtained. Finally, a sensitivity analysis considering Turkey's energy resources was performed to evaluate the behavior of Turkey's energy sector in 2030. Under the light of proposed new energy optimization models and scenarios Turkey's sustainable and strategic energy policies are discussed
