Analysis of the regulation on prevention of violence against teachers in Turkey within the framework of multiple streams model

In Turkey, violence against teachers is an important problem in the education system. This thesis argues that the regulation of preventing violence against teachers in Turkey should be based on John Wells Kingdon's 1984 book "Agendas Alternatives And Public Policies", which explains how problems, policies and politics interact to produce public policy, Within the framework of the Multiple Streams Framework (MSF), a management and political science theory that defines the process of public policy making, the study aims to present a detailed analysis of the period from 2010 to 2024, when the incidents of violence against teachers in Turkey started to increase, using literature review and document analysis method. This study will try to offer a new, original and alternative perspective in developing public policy on the prevention of violence against teachers in Turkey, and in this respect, it will be based on the search for answers to some basic research questions and solution proposals. In this study, by using the qualitative research methods of literature review and document review, the violence that teachers are exposed to in Turkey will be analyzed and it will be investigated how to contribute to the creation of effective and preventive public policies within the framework of the Multiple Streams Model in the classroom, school and region, and how to create a solution within the framework of the Multiple Streams Model regarding the ongoing discussions on violence against teachers today. As a result of the research conducted within the framework of the Multiple Streams Model, it was concluded that the model can enable an effective public policy and legal regulations to be made by public policy entrepreneurs through agenda-setting and agenda-raising efforts of the problem, policy and political stream on the regulation of preventing violence against teachers in Turkey.
