Abstract (EN)
After the 1980 military coup, when the PKK terrorist organization started its armed actions, the people living in the Eastern and Southeastern regions faced terrorism. The Republic of Turkey established the Village Guard System in 1985 to benefit the Kurdish tribes in the fight against the PKK. In this system, which was established by arming the guards who are state officials, the aim is; In the fight against the PKK terrorist organization, it is to obtain maximum intelligence and security from the Kurds, who know the region very well. With the Village Guard System, which was seen as a reflection of the Hamidiye Regiments established in the Ottoman period, to the Republican period, the loyalty of the Kurds to the state was tried to be ensured. The General Inspectorships, which came to the agenda with the end of the martial law, which started in 1925 as a result of the uprisings in the Eastern Anatolia Region, continued its existence in Turkey for 25 years. During these 25 years, 5 General Inspectorates were established in the regions deemed necessary within the borders of the Republic of Turkey. With the General Inspectorates, which is seen as a reflection of the political and administrative mentality of the Ottoman period to the Republican period, it was aimed to eliminate the public order problem and the authority of the state in the provinces was strengthened. In this study, in the light of the literature review, the aims of the Village Guard System and the General Inspectorates, the benefits and negative effects of the two institutions were tried to be explained.
