Stakeholder evaluation of the policies implemented for special talented individuals in Turkiye

In this study it is aimed to evaluate the education of the gifted students by analyzing the assessments of the educators working in the field in question within the body of the National Education Ministry and non-governmental organizations. Also, case studies those can be carried out related to the field of gifted students have been tried to be determined by interviewing with the directors of the DENEYAP workshops and science centers within TUBITAK which choose students via qualifying exams. Opinions of the participants from the National Education Ministry and CSOs and TUBITAK are taken about identification of the related students, educational programs and selection of the personnel. Applications those are performed in Türkiye with the aim of also developing the institutional skills are been analyzed in detail by examining the relevant policies with multi-perspective approaches. It is found out that the CSOs are carrying out exemplary activities while the workshops mentioned above are providing various opportunities either with the education programs or the material and equipment needs. National Education Ministry (MEB) has been examined in two sections as the central and the provincial organizations. Due to the redundancy of the feedbacks from the teachers, directors and the CSOs about the subject, it is concluded that the participation of the field personnel in the policies becomes more of an issue. While MEB is cooperating the CSOs during the policy development process, a disappointment and despair have been given way to due to the unimplemented decisions made at the end of the negotiations. It is also seen that there isn't enough cooperation between MEB, TUBITAK and the CSOs and between each CSOs. Besides it can be added that between TUBITAK and the science centers within its body there is not enough and efficient communication and cooperation those will lead to an institutional development. Therefore, it is inferred that future studies have to be conducted for developing a cooperation skill between the related institutions. It is thought that although studies and activities are been conducted related to the gifted students within the body of TUBITAK, different studies those can be done in this field will also make a big contribution to the related education. The data obtained from the participants within this study have been analyzed by using the MAXQDA qualitative data analyzing program.
