Since this date, although the health sector has beencontiniously developed, the health services are not in the desired level.Stability could not be provided. The irregularity of working and restingtimes is one of the most important problems of the workers in the health sector.The hardships of the guarding workers cannot be compensated efficiently.Although the workers in health sector are exposed to various occupational risks,the health problems based on the occupation have never been on agendasatisfactory.The approval of the ILO?s convention no. 150 has been an important stepfor the legitimating the right of collective bargaining for civil servants. Theconvention no. 154 is also supporting the collective bargaining both in privateand public sector. But, it leaves the regulations about the collective bargaing inpublic sector to the national laws of the countries which have approved theconvention. If this convention be approved by our country, defendence of theorganisational rights will gain a new acceleration.Although some organisational achivements of the civil servants, there arestill a big difference in organisational rights between the civil servants andprivate sector workers which is in favour of the latter. The system of collectivenegotiation is lack of conflictive processes and it is concluded by the legislativeand the executive powers? one-sided and binding decisions. Consequently it is aninsufficient system.Today, 8 civil servant?s, 3 worker?s and 4 employer?s trade unions areactive officially in health sector. Although, it can be said that there is apredominiance in organising by basing on the statistical data, only a few of theseorganisations are dominiant in power.Key Words : 1) Health sector,2) Working conditions,3) Organisational rights4) Civil servants?s trade union5) Collective negotiation
