Abstract (EN)
Nowadays on which increase in the rate of change depending on environmental conditions,the operating organizations need organizational change in order to survive, to reach the performance they wish and to provide a quality service. Organizational change is compulsory and inevitable for productivity, efficiency and hence for surviving and growing. We can state that the first change meaning reform on health organization started with socialization law prepared in 1961 by the number of 224. This law is a law which was prepared basing the understanding of the social state appropriately 1960 constitution. But this law which participation of parts and the civil authority remained limited, accepted without evaluating the conditions and also conformity of the country couldn?t be succesful as requested.The problems belonged to health sector has kept on increasing at the oncoming process, financial and administrative qualification hasn?t been provided. By the Health Transformation Project began to be applied in the year 2002 health organization has radically entered in manyways the process of a speedy change .It has combined the hospitals providing treatment services benath one umbrella and aproached the standard of service each other. It has brought foreground the concepts such as quality, accreditation, patient rights,patient security, health law, productivity, effectiveness, cost, competition, chosing hospital and doctor and automation. It has seperated the institutions providing health services with financial ones and combined the public health insurances beneath one umbrella. It has been passed to general health insurance including the whole society. In our study, the change and period in Turkey Health Organizations began with the institutionalization process in 1920 has been analyzed and and evaluated how the new organization structure occuring with decre- law about 663 numerated Health Ministery and subordinating constitutions and their duties being known by health employees working in Edirne city.
