Identifying defense industry problems in Turkey by the integrated AHP-QFD method and developing solutions

In the study, the development process of the defense industry sector is explained and the factors that prevent the development of the Turkish defense industry are determined. The aim of the study is to determine the problems of defense industry companies operating in Turkey. In this context, firstly, a literature research is carried out, and then, in line with the expert opinions, criteria are determined about the problems of the defense industry sector. The problems related to the development of the Turkish defense industry are examined in detail under the headings of economic, political and social problems. Under the first heading, especially employment, supply and market problems are examined. Under the second title, the problems experienced in terrorism, cheating, confidentiality and R&D are discussed. The problems experienced in the defense industry sector and the solution proposals created for these problems are explained by applying the integrated Analytical Hierarchy Process (AHP)-Quality Function Deployment (QFD) methods as a result of face-to-face interviews with the companies operating in the sector. According to the findings, the criteria with the highest weight are determined as R&D and innovation (0.26), while the criteria with the lowest weight are identified as cheating-confidentiality and terrorism (0.03). The strongest solution proposal is to provide sectoral clustering (0,11) and the least important solution proposal is to establish a systematic mechanism for state support.
