The analysis of community and state affairs from the perspective of political communication in Turkey and a model suggestion

In the process of transition from the Ottoman Empire to the Republic, the concept of civil society has been frequently used in intellectual gatherings under the influence of Westernization. The concept of the NGO started to be used in the transition period has been tried to be defined for many years and harmonized with local cultural codes and traditional practices. In the process transcending the century, when it came to 1980s, though a civil society structure in western style could not be established, it was tried to build up a civil society understanding under the influence of local dynamics by passing through various crisis. During the settlement of democracy in the country, as civil society and political communication were among the practices which were in two minds and did not have a traditional process, they contained a number of problems within. Focusing on the communication mechanisms between Civil Society and Politics shows that there is a deep communication based on politics/public beyond the conflicts and categorical distinctions between them. In order to be able to examine these relations in our thesis, firstly it has been tried to focus on the historical and today's perception of related concepts by drawing a conceptual framework in the name of civil society and politics in general and it has been tried to determine the communication methods established by questioning the relations between civil society and state in terms of the basic dynamics of political communication. After focusing on the history of the Civil Society concept, its own tradition, and the ways in which it is perceived in the west, a model has been proposed to make communication between civil society and politics healthier. In our recommendation which we called as Civil-Political Communication Office, we are of the opinion that the transformation of the circularity into a model, which is a reality in nature and in the life of human, will contribute to establish a healthy and continuous communication in business to business and business to human relations.
