Social municipality practises in Turkey (Umraniye Municipality sample)

A human being, as its character required, is a social being. Thus as a social being it has to live in a social area and satisfy all it needs. But sometimes there is no possibility to satisfy all necessities by its own effort. State is most important institution that meets necessities of individuals. Any individual knows that state has to meet social needs of a citizen and expects that from state. As a social-law state, our country also has to put worldwide-accepted economic and social rights into action. State is obliged to treat citizens according to social state, social security and social equality principles. Republic of Turkey has assigned various duties that belong to itself actually to municipalities as a local government instrument.This study consist of three main chapter and conclusion. At first chapter, it is emphasized on state, social state and welfare state concepts. Hence as a local govenment unit municipalities and history of Municipalization in Turkey have chronologized from past to present-day. On other hand it is tried to emphasize functions of social municipalization stressing upon duties of municipalities and social municipality concept. At second chapter, as a sample in this study Umraniye and Umraniye Municipality through multi- dimension viewpoint have touched on. At third and last chapter, after touching on social municipality services that have practised at some municipalities in Turkey, social municipality services that carried out by Umraniye Municipality explained via tables and charts. At evaluation and conclusion chapter, there are comparisons made by sampling from other social services-offering municipalities. Besides deficiencies that have detected during study and some issues that have high priority have remarked.The aim of this study is putting the forth performance of social municipality services at municipalities and also revealing functions or disfunctions that derived from these performances.In this study, issues have derived from first-hand and second-hand sources. Sources that contain 1989-2007 period have derived from Umraniye Municipality Activity Reports, bulletins., magazines, various studies and presentations.As a result, it is acknowledged that services which should be performed on social municipality services mentality in 1994-2007 period by Umraniye Municipality have performed succesfully with increasing line year by year. These services that made by Umraniye Municipality performs a lot of functions also provides requirements of being social state.
