Evaluation of reform process in the light of reorganization of turkish social security system

All of the communities in the history faced with poverty, illness, poorness and misfortune, and so they need to protect themselves and regulate the called risks. Thus they improved some methods to make up the losses of these risks. In the 20th century with the rise of social government, these methods were called as social security system. The financial problems which occurred especially in developing countries and the financial burdens which were caused by the-called problems in the late 1970s brought forth the idea of reform in the social security systems.Beginning from 1980s IMF, World Bank, EU, etc. international organizations advised the countries, which had financial problems in their social security systems or which had the fear of having so-called problems, to privatize their social security system. As a result of this development, especially developing countries fastened their reformation process. In the same period Turkey initiated the process of reorganizations of the social security system which was in crisis in the mid 1990s, and which was one of the main reasons of public deficits. The economic crisis in the late 1990 and the economic crisis in the early 2000 fastened the reorganization process. The purpose of the thesis is to display clearly the reorganization process of our social security system in the light of the problems of our social security system and institutions by the help of world wide development of social security concept.
