Abstract (EN)

Fraud emerges as a phenomenon that is constantly experienced with the existence of humanity. Nowadays, there are important developments in many areas in terms of technology. Fraud also follows these developments and continues in ways that change and develop day by day. Especially in the telecommunication sector, since the beginning of the 2000s, important transformations have been experienced with the development of mobile technologies. It is observed that telecommunication fraud also increased significantly in this period, causing serious income and reputation losses. In this context, as in all sectors, combating and preventing fraud is seen as an important activity in the telecommunication sector. Within the scope of this study, approaches to fraud and telecommunication fraud are discussed in detail. Experiences in telecommunication fraud and activities carried out within the scope of reducing and preventing fraud in the world have been examined. A focus group study was conducted with two mobile operators in Turkey and the current situation and expectations of the sector regarding telecommunications fraud in our country were learned. As a result of the evaluation of all this information obtained and all the studies carried out, various regulatory proposals were presented in order to reduce and prevent fraud in the Turkish telecommunication sector.
