An Evaluation of Performance Indicators of Basic Public Services in Turkey: The Cases of the Ministries of Justice, the Interior, Finance, National Education and Health. Implementation of performance management, which is a private sector management technique, to public administration has become prevalent nowadays. However, problems have been experienced in terms of implementing private sector management techniques to public administration. Firstly, success indicators of public administration and private sector are different. Secondly, objectives and realized performance are different. Finally, connections of performance indicators with strategic plans are problematic. The aim of this study is to analyse the indicators mentioned in strategic plans and performance programs on the basis of five ministries providing basic public services. The method employed is based on comparative analysis of performance objectives and indicators of strategic plans and performance programs of five ministries. In this research, four questions to be answered: 1. Are strategic goals, strategic objectives and performance objectives mentioned in the strategic plans coherent with that of the performance programs? 2. Are performance indicators mentioned in the strategic plans coherent with that of the performance programs? 3. What is the percentage of output-oriented performance indicators mentioned in strategic plans and performance programs? (To what extent, performance indicators are output-oriented?) 4. What is the level of achievement for the performance objectives mentioned in performance programs? (What is the degree of effectiveness?)
