The compliance of the Turkey national employment strategy with the European employment strategy

Before the EU was established, the Europe had begun to struggle with the unemployment problem and they had been unable to overcome this problem for many years. The unemployment problem had become more complicated day by day. Moreover, due to both the crises in Europe and economic and social transformations such as globalization, the problem had become chronic. In 1950s, the attempts that started in Europe to become a union had continued for many years and the European Union (EU) took its present form. The employment policy is one of the few policies in Europe that are implemented at the union level. Within this policy, the European Employment Strategy (EES) which is based on active labor policies was introduced to resolve the chronic unemployment problem by increasing the employment and reducing the unemployment. Thus, a strategy which is not imperative about the unemployment in the union and has common policies for member and candidate countries has emerged. Unemployment started to be a problem in Turkey in 1960s and it became chronic due to chrisis that occurred in both Turkey and the World. Turkey's relationship with the Europe begun in 1959 with Turkey's application for nomination to the European Economic Community and ve in 1999, and was moved to a new dimension as Turkey's EU nomination was approved. Turkey's ongoing process of harmonization with the EU has started on this date and since that date, many harmonization studies including the employment have been carried out. In this context, the Turkey National Employment Strategy was introduced to resolve the unemployment problem of Turkey and in order to make Turkey's labor market policies compatible with the EES. In this study, the compliance of the Turkey National Employment Strategy with the European Employment Strategy, Accession Partnership Documents (APD), National Programmes for the Adoption of the Acquis (NPAA), and Regular Progress Reports (RPG) along with the agreements within the scope of EES including the Europe 2020 Strategy, were discussed by the favor of documents which were taken as reference by Turkey for the process of harmonization with the EU.
