"I understand foreign language but i can't speak it" in Turkey and analyzes through the experiences of course teachers (Sample of Bingöl)

Even though teaching a foreign language in the Turkish education system started at an early age, it ranked 79th in the world among 87 countries in this issue. As in the world, children are born with the ability to learn languages in Turkey. Turkey has given the impression of a country that is far behind in terms of foreign language teaching. In teaching languages, many studies are present in the literature questioning this issue in various aspects. This study was performed with 20 English teacher participants in the Bingöl through the theme 'I understand, but I cannot speak.' Besides, the shortcomings and difficulties in foreign language teaching were also problematized. Language is the most important means of enabling humans to interact with one another. Based on the qualitative research pattern, this study deals with the problem of speaking a foreign language, which is a social problem. For this purpose, the qualitative research method was implemented, and teachers' opinions were obtained through the maximum diversity method. It was concluded that students in Turkey are not exposed to languages, instead grammar-based teaching is offered to them, and deficiencies in infrastructure in some schools cause the lack of practicing foreign languages. In this circumstance, the importance of exposing students to foreign languages and training English teachers to speak English in classrooms to get fruitful results in foreign language teaching was highlighted in the study. The main element that affects the development of speech skills in foreign languages is to enable students to use foreign languages by exposing themselves.
