Abstract (EN)

Agenda-setting is one of the main stages on the way to decision-making in public administration. At this stage, it is determined which of the public needs and problems should be solved first. Various factors and policy actors are influential in the process of determining priority issues. In this study, Kingdon's Multiple Streams theory will be used to examine how the agenda setting process is shaped in Sakarya Metropolitan Municipality and which policy actors are influential. In addition, in the local agenda setting process, a limited number of issues and problems come to the forefront from a large pool of agendas. The reasons that distinguish these prominent agenda items from others will be identified. Data for the research will be collected from people who are active in the agenda-setting process within and outside the organization. Research data will be collected through face-to-face interviews and analyzed through content analysis.
