Abstract (EN)

National Innovation System, which increases the welfare of the country, provides a sustainable economic growth, dissaminates knowledge and technological development to every layer of the society and has an international interaction, is an entity at the national level. The universities falling within the national innovation system are important players that are the sources of knowledge and skilled manpower enabling the emergence of innovation.The mail purpose of this study is to make a research on the roles of the universities within the national innovation system and to search whether German Universities may be models for Turkish universities in this regard. For this purpose; the activities carried out by the universities within the framework of innovation, which are important elements of national innovation system, are examined and the "excellenz initiative" model that drives German universities to innovation is determined to be an example for the activities of Turkish universities within the national innovation system. Inspired by this example "Outstanding Universities Model" is put forward for Turkey universities. Distinguished Universities Model is expected to increase the innovative activities of the universities within Turkish National Innovation system. This thesis will contribute to Turkish National Innovation System and to the researchers working on this topic.
