Abstract (EN)

International relations system essentially includes elements such as power, actor and security. Cyber space, a new area, has been added in the new era where technological developments have progressed rapidly in the post-cold war era. As the rate of use of cyber space increases, the old security concept has transformed and the new modern security understanding has prevailed. In this context, the field of military security, which the international system emphasizes, has expanded and the concept of cyber security has been included in the international relations system. International organizations such as NATO, the EU, the United Nations and the Council of Europe, which have important works in cyber security strategies, have done important work on cyber attacks. In this study, the concept of cyber security, which is relatively new in terms of international relations, will be emphasized, and the studies, measures, practices and regulations of various international organizations in this field will be examined. The role of international organizations in the transformation of this new plane of interstate relations and struggle into a cooperation plane will be investigated.
