Views of producers on agricultural policies and determination of expectations (example of central district villages in Tokat province)

Agriculture sector has a strategic importance and is supported in all countries of the World. Each country presents an agricultural policy specific to its economic structure and supports agriculture in different ways. While agricultural policies implemented in Turkey were aimed at increasing production, problems such as the financial burden of these policies brought to public resources and the inability to reach the target audience have emerged. In this study, the interviews with producers in the field of research revealed how well agricultural policies are known by the target group and the opinions and expectations of producers about the policies. Researchers ' disclosure of local information is important in guiding policy-makers. The opinions and expectations of the producers in the central villages of Tokat province regarding agricultural policies and instruments have been determined. The main material of the research is the primary data that collected with survey method from the producers living in 108 villages of Tokat province Central District. 50% of these villages were taken and research has been done in 54 villages. 540 producers, 10 producers from each village, created sample volume. When all the findings are examined in general; it seems that producers are not gratified by the applied agricultural policies, they complain about the lack of agricultural infrastructure, they find supports for agricultural products insufficient but animal husbandry support is sufficient. Some of the negative consequences are producers are not able to earn their livelihood with agricultural income, the agricultural advisory system is not suitable and producers agree on the issue that agriculture resources are not used properly. In order to overcome these negative consequences; agricultural policies without political interests need to be produced, not by one hand, but by farmers ' views and wishes.
