Analysis of the impact of UYAP information system on the organizational learning process of the personnel of the ministry of justice from the aspects of creation, protection and transfer of knowledge: An application over expert users

In this research thesis the impact of the UYAP information system on the organizational learning process from the aspects of creation, protection and transfer of knowledge is tried to be evaluated according to the opinions of the expert users and a favourable result is obtained.The field of application of the research is Ministry of Justice. The research population consists of expert users of Ministry of Justice. Although access to the whole research population (335 persons in total) is aimed, the research is concluded only with reached 185 persons.In organizational learning and knowledge management as well as in the information systems common denominator is the knowledge itself and the effective management of knowledge. In order to display the truth of this situation in this thesis 25 statements of organizational learning associated with UYAP-NJIS National Judiciary Informatics System in addition to 10 statements of knowledge management (while UYAP?s capability of creation, protection and transfer of information from the aspect of organizational learning is especially examined) are established thus the agreeing of the expert users are searched.In the end of the research all the users opinions regarding the organizational learning and knowledge management process of UYAP information system generally turned out to be positive. When the relation with the demographical characteristics are examined the opinions of the male users to female users and the users having a master?s degree including the users which are graduated from the Vocational School of Justice to other users regarding the impact of UYAP information system on organizational learning process seemed to be more positive. Correspondingly the opinions of the users having a master?s degree including the users which are graduated from the Vocational School of Justice to other users regarding the impact of UYAP information system on knowledge management were more positive.
