Meaning and function of application act in administrative jurisdiction

Application act can be defined as procedures that concretize regulatory procedures that set general rules. The concept of application act is important in terms of its impact on the administrative procedure law. The implementing act is directly related to many institutions of the administrative procedure law, especially because it revitalizes the duration of litigation. The effect of the enforcement action on the duration of litigation is regulated in paragraph 4 of Article 7 of the Administrative Procedure Law. In addition to the duration of litigation, it is also related to issues such as duty, negligence, and indication of remedies in the law of administrative proceedings. However, there is no determination in the legislation as to which types of transactions will be enforcement actions. The determination of the types of application act has been made by jurisdictions. In particular, zoning plans constitute the types of transactions that the jurisdictions recognize as implementing transactions. In addition to zoning plans, jurisdictions have also determined that administrative acts, some transactions such as expropriation based on zoning plans, some private law acts and judicial decisions may also be implementing transactions.
