The use of balanced scorecard in managing distance education, case study open education faculty

In the international economic system, where there is a rapid change, institutions are suppose to be in continuous and precise measurement and evaluatation so that they can keep up with the change they are being confronted with. Nowadays, the traditional measurement system has been conceptualized as insufficient to the activity reports and financial systems. Recently the "Balance Scorecard" system has been in function as an alternative to the traditional measurement systems. This study was carried out as an application using advanced strategy of mixed method in the Open Education System of Anadolu University using "convergent parallel mixed method design". The universe of the work was data range from 2014 to 2018. Both quantitative and qualitative methods were used in the study. While data from 2014 to 2016 were obtained through interviews with institution staff, new surveys were conducted with current data for the academic year 2016-2017. According to the results, assumptions were made for the year 2017- 2018 and the targets were identified. In this research, four perspectives of Balanced Scorecard were used: financial perspective, student perspective, internal process perspective and learning-development perspective. The study aimed to establish a feedback system in which there would be continuous improvement with the criteria established under these perspectives.
