Abstract (EN)
In this research, it was aimed to create a forecast about the usability of IPTV in distance education, by receiving the opinions of the distance education and IPTV experts. It was structured as a qualitative delphi study. For this study, a matrix was created relevant Media Richness and Social Constructivism Learning theories. The shared principals of these two theories were specified with this matrix and the survey questions were constituted according to these principals. The survey was send to four experts from USA, France, and Turkey.The delphi study was been two seance. In the first seance there were 35 open ended questions. For the second seance, the researcher created 35 quantitative survey questions by analyzing 185 main theme of the open ended survey's answers with the triangulation system.The conclusion of the research is that; if the necessary configurations will realize, IPTV can use as an effective learning media in the distance education.
