Measurement and evaluation in distance higher education and an application in Anadolu University open education system

Education is a service production system and measurement and evaluation provide a control function in this system. Although input and processes are relatively different in open and distance education systems, learning outcomes are not assumed to be different than face-to-face education models. However, certain distinctive features of open and distance education ?such as educational process, higher number of students and that learners and teachers are in different locations? require the application of the appropriate measurement and evaluation methods suitable to these requirements.This dissertation deals with measurement and evaluation concepts in open and distance education and its importance. It also examines measurement and evaluation systems of leading distance education institutions in the world and other higher education systems in Turkey and European Union.As for the application phase of the dissertation, measurement systems applied at Anadolu University Open Education System are analyzed in detail. Some possible results of the application of different measurement approaches are investigated and the results are presented. The exams administered in the past and their results are analyzed statistically and distribution of achievements at the present situation is evaluated and the need for a new measurement approach is discussed. Finally, some models regarding the response of the system when relative assessment approach is used are tested and the results are presented accordingly.
