Management problems and solution approaches on protection and development of foundation properties

In Turkey, many institutions produce real estate based projects and conduct land management implementations At this point, General Directorate of Land Registry and Cadastre (GDLRC) appears to be leader institution provides ownership information related to current information of real estate in the concept of e-government in all country by using effectively Geographical Information System technology (GIS). Other institutions that do some intensive applications should re-model real estate implementations in data format so as to integrate GDLRC that is leading position in terms of real estate based institutions. Once it is investigated in the concept mentioned above, the General Directorate of Foundations (GDF) will be seen as an institution which does intensive land management implementations. In fact, it is known that GDF has represented about 40.000 registered foundations and administered about 70.000 real estates of registered foundations. At this point, GIS technology and CAD applications have been used at GDF works. However, it has been revealed that different than other government organizations, GDF is lack of coordination among institutions, production of a common data format, and designing a system in the logic of e-government, which cause the current implementations and practices to compensate for an inadequate and closed system. In this dissertation, it is aimed to determine the problems and solution approaches of modeling an effective land management system for protection and development of the foundation properties.
