An examination on the criticism, comments and suggestions about the European Union's obligational audit i̇nstitution i̇n the light of Venice principles

The Ombudsman Institution, which aims to solve the problems of citizens and eliminate their grievances by listening and investigating the complaints of the citizens againts the rulers, emerged in Sweden in the 18th century and started to spread to other countries of the world two centuries later and was established in all European Union member countries as well as European Union candidate countries. The Ombudsman Institution was established in Turkey under the name of Ombudsman Institution (KDK) in 2012 with the law numbered 6328, with the encouragement and guidance of the European Union. The Ombudsman Institution (KDK), which has an important role in the development and strengthening of democracy, good governance, rule of law, human rights and fundamental freedoms in European Union countries must have characteristics such as awareness, indepentence impartiality and transparency in order to play the role expected from it in Turkey. It is expressed in EU's various reports about Turkey. The main purpose of the thesis is to reveal the suggestions, opinions and criticisms of the European Union on the transformation of the into an ombudsman institution in the contemporary sense and, to what extent these suggestions, and the Venice Commission Principles, were taken into account and implemented in the institutional structuring and functioning of the OIC. In the thesis, the said opinions and suggestions of the EU are explained under the headings, and under each heading, the expectations of the EU in Turkey and how much of them can be met by the Ombudsman Institution (KDK) are revealed.
