The health system is one of the basic systems that should be continuously monitored and improved especially for the countries in the development effort. One of the most important issues to be followed is the efficient delivery of health services. In this study, a data envelopment analysis model is proposed to measure the efficiency of health services. To test the model, the efficiency of the health services in thirty major cities in Republic of Turkey have been calculated with CCR input oriented approach and BCC input oriented approach. To use in the model 7 inputs and 1 output have been determined. As result of the CCR input oriented model, five major cities have been determined as efficient and as result of the BCC input oriented model, twelve major cities have been determined as efficient.
