Abstract (EN)
Eighty-one Wildlife Reserve Areas have been designated between 2004 and 2019 years in Turkey. One of them being located around Adana Seyhan Dam Lake is an important refuge for wintering waterfowl. The Seventh District Directorate, which operates under General Directorate of Nature Protection and National Parks linked to the Ministry of Agriculture and Forestry, prepared a management and development plan in 2011 for Adana Seyhan Dam Lake Wildlife Reserve Area. Within the scope of MDAEWDA, fifty activities from eight differen programmes are specified in order to access to suggested solutions. Observations (O), question-answer (Q-A) and mapping (M) methods are used to evaluate the success of these activities in terms of their success in achieving their aims. The observations are conducted in the WDA and the questions are directed to the Directorate of the 7th District under Ministry of Agriculture and Forestry, the General Directorate of the State Hydraulic Works (DSI) and Adana Metropolitan Municipality. During the mapping stage, satellite images of 2006-2018, construction plans of 2010-2017 and CORINE Land Cover/Land Use in Level 2 classificationare used to detect the changes in the land cover. The analysis on the constructions outside the reserved land habitats is conducted through Seyhan DamLake WDA master plan fo 2010-2017 period. In 2017 master plan, there was a suggestion for 2% increase in contruction areas, and these were based on "Forests and Semi-natural Lands" and "Agricultural Lands". Considering the success rate of eight programs under the Management and Development Plan, following ones are confirmed to be inadequate: The Preservation of the Population And Habitats of the Water Birds and Mammals(Program #1), and Preventing the Pollution in the Land (Program #4). Under the same plan, the failed programsarethe Preservation of the landscape of Seyhan Dam Lake WDA(Program #3), Management of Areas for Agriculture, Husbandry/Pasturage and Beekeping(Program #7)and theMonitoring and Assessment(Program #8). However, the Preservation of the Seyhan Dam Lake's Function(Program #2), Sports Activities, Tourism and Recreation(Program #5)and the Management of Areas for the Procurement of Aquaculture(Program #6) are recognised as successful.
