Abstract (EN)

In modern social security systems, when individuals face risks, social assistance and services, social insurance and government care methods come into play. The regime with which premiums are paid is essential in the provision of social security in Turkey, and the regimes without premiums are complementary. There is a need for new legal regulations in Turkey in order to ensure a minimum standard of living for individuals who are not covered by premium-paid regimes, and to reduce income inequality and to ensure access to fundamental rights and freedoms. Thus, the right of access to fundamental rights and freedoms is aimed by ensuring a minimum standard of living and reducing income inequality. In this study, all demographic, sociological and economic reasons have been taken into account in the light of international institutions and organizations and various application examples in foreign countries. An application called "household support" is recommended for Turkey, which consists of minimum income support and child support.
