Abstract (EN)
It is observed that the types of cybercrimes that occur with the developing technologies in our modern world are also increasing rapidly. Interaction between people who do not have sufficient education increases the cyber crime rates. With the increasing crime rates, people in Yalova province and the digital devices used are under threat at all times. The increase in the variety of crimes being committed complicates the work of both the legal infrastructure and law enforcement units, and the increase in forensic digital data obtained causes processes such as analysis and reporting to take longer. In this study, cyber crimes reported to the Yalova Chief Public Prosecutor's Office between 2020 and 2023 were tried to be interpreted using machine learning algorithms. At the same time, in line with the results, an attempt was made to determine the possible types of cyber crimes that may occur and the person profiles involved in the incidents. Within the scope of the study, 11 attributes were determined from a total of 2500 data. Their performances were compared using machine learning algorithms such as Random Forest (RO), Support Vector Machines (SVM), Multilayer Artificial Neural Networks (Multilayer ANN), K-Nearest Neighbors (IBK) on the used data set. When the performance evaluations of the machine learning algorithms used were compared, the best result was obtained from the SVM-Sigmoid algorithm with an accuracy rate of 0.83 in order to decide whether the people involved in cyber crime incidents are complainants (victims) or suspects. When the performance evaluations of machine learning algorithms for cyber crime types were compared, the best result value was taken from the RO algorithm with an accuracy rate of 0.85. When we look at the other performance values related to the types of cyber crimes whose performance is evaluated within the RO algorithm, the highest score is 0.90, obtained from the crime of blocking, corrupting the information system, destroying or changing data. Analyzes made on the data set used; It shows that the people involved in the incidents are generally married, male, secondary school graduates and young in age. As a result, it is understood that the number of cyber crimes occurring in Yalova province will continue to increase.
