Abstract (EN)
This study is a research on how to measure the damages that can be caused by natural events such as earthquakes, floods, fire and so on; analyzing the risks and taking necessary measures in line with the results of these analyzes and minimize the disaster damages in the planning process of buildings. In my research value of disaster prevention works, especially given the importance of education in this direction, is emphasized by means of disasters that occur in the world and an example of Kucukcekmece in Turkey. It is well-known that municipalities are responsible for the development of both infrastructure and housing in our country. For this reason, all local administrators, technical personnel and workers working within municipalities, as well as civil society representatives, should be trained and informed about the necessity and requirements of a durable and orderly disaster-resistant structuring . Training activities should include all employees and civil engineers of public and / or private institutions in the field. Additionally, it is an essential requirement that these training activities should include regional settlers in a realistic coordination plan to be implemented in case of possible disasters. The goal is to minimize the risks of the natural disasters to be realized in line with this plan and to raise awareness of the settlers for the processes to return to normal life after the disaster. It is possible to observe the successful results of the activities based on this understanding from many overseas examples. Together with the training activities, it is necessary to improve the zoning and construction license processes in municipalities, to ensure that the strict and public benefit seeking inspections are in power, and sanctions should be carried out with determination. Today, we do not yet know how to completely prevent disasters, but we are able to minimize the damage caused by these disasters and human-induced triggering reasons with good planning and management. What we need for this is laws and a conscious society that are updated in accordance with scientific developments and social needs.
