Change is undoubtedly a phenomenon as old as human history. One of the most distinctive features of the times we live in is that it accelerates change and is multidimensional. With the 21st century, rapid development of technological, economic, political, social and cultural fields and an interactive change process are experienced. However, this change process is upon request. Of course, it is not possible to answer this question with a management approach dating back to the 19th century. In the 21st century, when globalization debates are intensified, public administration is one of the institutions that are most affected by the changes. Under the pressure of change and the need to produce suitable solutions for these changes, it undergoes mutation and transformation in both theoretical and practical fields. For this reason, one of the concepts and institutions that focus on change movements is the concept of "management". For this reason, public administration is being restructured to adapt to changing conditions and new needs. The concept of governance, which is accepted as the management understanding of the 21st century, has significantly changed the management understanding of the 20th century, it has replaced centralism with localism, system structure has been replaced by federalism, and firstly it has brought participation instead of strict bureaucracy and openness instead. Closure, accountability, and responsibility instead of hierarchy. It can be said that he put his signature "according to the administrative revolution". The focus of this research is the rapid development of the traditional public administration approach. In addition to the changes and transformations that were evident in the 1970s, it is an examination of the concept of "age-friendly governance", an understanding that developed rapidly in the 1990s.
