The Department of Investment Monitoring and Coordination on rural neighborhoods: The Kayseri example

After Law No. 6360, the number of metropolitan municipalities increased to 30 and their borders were equalized to the provincial borders of the province, Special Provincial Administration (SPA) in metropolitan cities was closed, The Department of Investment Monitoring and Coordination (DIMC) were established, town municipalities and villages were abolished and all were converted into neighborhoods. In the local government units that were abolished and converted into neighborhoods, problems arose in continuing the rural habits of citizens living in rural areas and providing services to rural areas. The purpose of writing the study is to find out how much of the needs of citizens living in rural areas, which were met through DIMC as a result of the closure of institutions such as special administration, village service union, village legal entity, town municipality, were met through YİKOB, the work carried out by the Metropolitan Municipality in terms of serving rural neighborhoods (Kayseri), whether YİKOBs are the continuation of SPAs, and the budget and technical adequacy of DIMC. In the first section of the study, the historical development of local governments was briefly touched upon by conducting a literature review and the structure of local governments in Turkey was examined within the framework of active legislation. In the second section, the changes experienced after the law numbered 6360 and the closed local government institutions were examined. The establishment process, duties and authorities and organizational structure of DIMCs were evaluated within the framework of the legislation. In the third section, Kayseri DIMC was examined and the services it provided to rural areas were evaluated. In addition, the investment activities of Kayseri Metropolitan Municipality in rural areas were examined through the activity report. The roles of the muhtars who were elected and took office in metropolitan cities, their duties and authorities were evaluated.
